Legislative Auction: The annual basket raffle to benefit the legislative efforts for school health issues will begin during the morning break. Basket/gift donations to this cause will be accepted during registration on Friday and Saturday. Items will be on display during the breaks and meals and tickets will be available for purchase during these times. Winners will be announced following the Awards Dinner. Winning ticket numbers will be posted at the registration desk. As in the past, bottles of alcohol may not be included in basket contents
Service Project:
- Service project donations for “Outreach Teen and Family Services” may be made at the conference via QR code or cash, or on their website, https://outreachteen.crm.salsalabs.org/webDonation/

The mission of Outreach Teen and Family Services is to “provide affordable and accessible connection, education, counseling, and coaching to children, teens, and families through safe, caring, responsive, confidential professional therapists supported by dedicated community advocates.” Everyone who donates will receive a ticket to be entered in a door prize drawing for a $50 Visa gift card, Outreach Yeti, a cutting board and a stress ball to be given away after the PAC raffle.

Registration Guidelines
- The registration fee for those attending the full conference includes the following meals: breakfast, lunch, and dinner on Saturday, March 22, 2025, and breakfast on Sunday, March 23, 2025. Meals on Friday and lunch on Sunday are on your own. Meals provided during the conference are for registered conference attendees only.
- Saturday-only registration fee includes only breakfast and lunch. Dinner may be purchased for an additional cost.
- Sunday-only registration fee includes only the workshops. No meals are included.
- There will be no on-site registration. This includes pre-conference offerings.
- There will be NO REFUNDS for any reason.
- To comply with the fire code and ensure seating, please only attend sessions you are registered for.
- All completed registrations must be received by MARCH 8, 2025, and must include payment in full via credit card — no checks and/or purchase orders will be accepted.
- All registrations, including session choices, are not considered final until payment is received.

Morgan Plant & Associated - Government Affairs Public Relations
Morgan Plant has been a registered lobbyist in the Commonwealth of Pennsylvania since 1981. Prior to that time she worked in Washington D.C. in a variety of positions that afforded her the opportunity to become familiar with the workings of the Federal government and the U.S. Congress. In 1989 she founded her own firm, Morgan Plant & Associates, and has been advocating and lobbying successfully for her clients, most of whom are health and human service organizations or associations, ever since.
Director of the Division of School Health for the Pennsylvania Department of Health
Colleen Schultz, M.Ed., RN CSN is the Director of the Division of School Health for the Pennsylvania Department of Health with a decade of experience in school nursing focusing on the K-5 population. Colleen is a Certified School Nurse and has a Masters in Health Education from Penn State. As Director, she plans, directs, and implements statewide consultation and reimbursement programs for health services performed in schools. Colleen develops program policy and goals, serves as a liaison with school districts, private organizations and external stakeholder groups. She collaborates with the Department of Education regarding standards for school personnel and recommends student health assessment policies to the Advisory Health Board. Within her first months of the position, Colleen was forced to confront a worldwide pandemic and the impact on schools and school nurses. Over the past year, Colleen has been an advocate at the state level for the school nurse role in health and safety planning in school reopening and mitigation efforts. She has presented to both small and large groups on a variety of heath topics including hand washing/infection control, nutrition, and dental hygiene.

Dr. Olympia is a 1996 graduate of Jefferson Medical College. He completed his General Pediatrics residency and chief residency at the DuPont Hospital for Children/Thomas Jefferson University (Wilmington, DE/Philadelphia, PA), and his Pediatric Emergency Medicine Fellowship at the Children’s Hospital at Montefiore/Albert Einstein College of Medicine (Bronx, NYC). He has been an attending physician at the Penn State Health Milton S. Hershey Medical Center since 2005. He was born in Toledo, Ohio, and raised in Philadelphia, PA and Wilmington, DE.

I am also very fortunate to have a job where I get to educate on issues that I am truly passionate about, such as suicide and workplace violence prevention in healthcare. I get to fight stigma, advocate for those with mental health issues, and inspire others in my health system to do the same. It is an incredibly rewarding job and career! Formerly, I graduated from the University of Pittsburgh and Waynesburg University. I recently finished my Doctor of Nursing Practice degree in Executive Leadership in December 2023.

Dawn Lambert is an associate professor of nursing in the Wehrheim School of Nursing at Millersville University of Pennsylvania. She is a member of the National Association of School Nurses, Pennsylvania Association of School Nurses and Practitioners, and Sigma Theta Tau. At the undergraduate level, she teaches course related to the Professional Nursing Role, Population-Focused Nursing and Scientific Advances in Healthcare. At the graduate level, she is the Coordinator for the School Nurse Certification Program and teaches the School Nurse Certification Courses in the Certification and MSN program. She also teaches Epidemiology and Health Promotion in the DNP program and has mentored several school nurses obtaining their Doctor of Nursing Practice Degree. Dr. Lambert’s clinical experience includes acute and long-term care settings, public and community health, school nursing, and nursing education. Her research interests include servant leadership, particularly its influence on teaching practices and student success in higher education; adolescent and young adult healthcare decision making processes; and adolescent mental health. Dr. Lambert also enjoys volunteer opportunities engaging with individuals and families affected by disability and supporting families and children in the adoption community.

Seeing those initials after my name is something I never would have imagined as a 15-year-old picking up the pieces after my mother passed away. My Mom was in a car accident one week before my oldest sister’s wedding. The rest, shall we say, is history, but not just any old story. The community hospital where my Mom was taken was near our house. I rode my bicycle to see her whenever I couldn’t get a ride from my father or grandmother as my next oldest sister had to go back to college. But what I remember the most clearly was how the nurses were so helpful to all of us. That, my friends, made a lasting impression upon this young, naïve, teenage girl. Me. I became a Registered Nurse. I went to the same university as my oldest sister, Vanderbilt University, in Nashville, TN where I got my Bachelor of Science in Nursing. After graduation, I worked in pediatric nursing and then psychiatric-mental health nursing. I completed my Master of Science in Nursing at Vanderbilt and then I taught pediatric nursing at Vanderbilt. It was then that I became interested in all things “legal”. I applied and was accepted to Vanderbilt University Law School where I met and married my husband, David. Thing is, he was a year ahead of me in school at Vanderbilt Law School, and he was going to work in his hometown of Memphis, TN. I secured a job at a law firm in Memphis, and after graduation I started handling medical malpractice cases and began paying off my student loan debt. The more medical malpractice cases I litigated, the more I saw a tremendous need for carefully prepared nurses to serve as nurse expert witnesses in cases. The nurse expert witness, also known as a legal nurse consultant, had beautiful nursing skills but needed to be properly trained in the law. This was the birth of JurexNurse.com.

DITEP is designed to improve an individual’s ability to recognize students who may be under the influence of drugs other than alcohol and to take appropriate action when encountering such behavior. DITEP can be used alone or integrated into already established protocols and procedures designed to assist in identifying students who may be suffering academically, socially, and emotionally from drug abuse.
